LA DEVALUACIÓN  SILENCIOSA Y LA MEJORA DE LA COMPETITIVIDAD.

 

Cuando España se incorporó a la zona del euro, renunció a tener moneda propia, sacrificando así la posibilidad de aplicar una política cambiaria autónoma. Muchos han recordado esta realidad en un momento de crisis como el actual, puesto que si no formáramos parte de la unión monetaria dispondríamos de un instrumento más de política económica para hacerle frente: la devaluación competitiva. Sin embargo, como veremos a continuación, en la práctica sí ha habido devaluación, aunque su naturaleza sea muy distinta de la que conocíamos.

¿Cómo puede haber devaluación si no existe autonomía en el tipo de cambio?

 

Entenderemos mejor esta aparente paradoja si consideramos que la devaluación es un cambio de precios relativos. Si A devalúa un 10% frente a B, significa que los precios y los costes de A pasan a ser un 10% inferiores a los de B. A gana competitividad precio, es decir, puede vender más barato a B y por consiguiente gana cuota de mercado. A la vez, los productos importados de B se encarecen relativamente y pierden mercado en A. La devaluación, al final, permite que A produzca más que antes y así aumente su producto. Pero observemos que para que la devaluación competitiva tenga este resultado se tiene que cumplir que los precios internos de cada país no varíen. Si A devalúa un 10% e inmediatamente su inflación sube un 10%, la devaluación no habrá servido para nada. Lo mismo sucederá si, tras la devaluación de A, los precios internos de B caen un 10%.

 

Vista la devaluación como una modificación de precios relativos, puede comprenderse que aunque dos países compartan una moneda, las diferentes trayectorias de sus respectivas inflaciones determinan un tipo de cambio, denominado tipo de cambio real, cuyos efectos, en términos de competitividad-precio, son equiparables a los que tendrían el movimiento de dos divisas distintas. En el siguiente gráfico se muestra la evolución de esta variable, tomando como medida de inflación los costes laborales unitarios, es decir, los costes laborales corregidos por el nivel de la productividad. Como se observa en el mismo, hasta 2008 el índice tendía a subir, es decir se producía una pérdida de competitividad equiparable a una apreciación de la moneda, mientras que en el último año se ha producido un descenso –ganancia de competitividad– del 5% frente a la zona del euro. Por tanto, podríamos concluir que desde principios de 2008 hemos asistido a una depreciación de dicho montante y que ello va a contribuir a recuperar la competitividad perdida y ayudará a la salida de la recesión.

 

Sin embargo, antes de echar las campanas al vuelo, hay que hacer varias consideraciones importantes.

 

Primero, la mejora conseguida a través de los costes laborales unitarios relativos es sólo un aspecto de los muchos que intervienen en la configuración de la capacidad competitiva frente al exterior. Otros elementos, como la capacidad de innovar, la especialización productiva, la eficiencia en el funcionamiento de los mercados o las características de la organización empresarial son tan o más importantes, puesto que en definitiva son los que acaban determinando la evolución de los costes y la productividad.

 

Segundo, la ganancia de competitividad vía costes laborales unitarios relativos apenas corrige la pérdida experimentada en los últimos años, como puede comprobarse en el gráfico anterior.

 

Tercero, su sostenibilidad puede ser muy limitada. Ello es debido a que la mejora en los costes relativos en el caso de la economía española proviene casi única y exclusivamente de la destrucción de empleo acaecida incluso desde antes de iniciarse oficialmente la recesión. El coste laboral total ha disminuido porque hay menos personas trabajando, pero el salario medio por ocupado apenas se ha moderado.

 

Este peculiar ajuste de la economía española explica también la súbita mejora de la productividad aparente del factor trabajo (el cociente entre el producto interior bruto y el empleo), que de estar prácticamente plana durante muchos años, en poco tiempo se ha encaramado a crecimientos del 3%. Esta evolución no es nueva, ya que la productividad así medida se ha comportado en los últimos ciclos de la economía española de una forma anticíclica. Esto se explica porque las empresas han recurrido sobre todo a despedir asalariados con contrato temporal en los periodos recesivos. De este modo, el ajuste a la caída de las ventas se produce mayormente en base a reducir la ocupación más que a frenar los salarios. Como consecuencia, la productividad aparente del trabajo aumenta fuertemente en las recesiones al disminuir más el empleo que el producto. En contrapartida, lo contrario ocurre en las fases expansivas y la economía española crea mucha ocupación, a expensas del avance de la productividad aparente.

 

Un avance sostenido de la productividad es imprescindible para la mejora de la competitividad exterior. Por eso, más allá de la transitoria mejora actual de la productividad aparente del trabajo, es conveniente la adopción de medidas para aumentarla. Para ello, es necesario impulsar mejoras de la eficiencia en todos los niveles de las empresas y de la administración. Las nuevas tecnologías tienen un papel importante, pero es preciso que se utilicen de manera eficiente. La mejora de la educación también es vital, como lo es la investigación y el esfuerzo en la innovación. De esta forma se podrán aprovechar las oportunidades que ofrecen los mercados globales.

 

Si la mejora competitiva que constatamos se limita al reajuste del mercado de trabajo, puede comprenderse que la ganancia en términos de competitividad exterior de los sectores «exportables» (manufacturas y determinadas ramas de servicios) es muy corta. Si no se hace nada más, las variables volverán a su estado habitual: los costes laborales recuperarán su crecimiento por encima de los de la media comunitaria y la productividad volverá a su tradicional estancamiento. El resultado final habrá sido una mejora espuria y fugaz, sin apenas consecuencias en el medio plazo, como aquellas devaluaciones a las que seguía una mayor inflación, en las cuales en muy poco

tiempo la ganancia conseguida se esfumaba sin más.
